The selectee for this position will serve as a Engineering Technician as part of regional command inNAVAL FACILITIES ENG COMMAND ATLANTIC.

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

Above salary does not include locality. Locality adjustment will be determined by selectee's duty location once a selection has been made.**

The successful selectee will perform the following duties:

  • Research solutions for construction issues to establish alternative proposals for designer consideration.
  • Investigate alleged field conditions requiring changes in original plans and specifications, faulty construction or defective materials to recommend contract modifications to contracting officer.
  • Review deficiency reports for errors and underlining causes following up with correcting problems.
  • Test materials and substances to identify or establish conformance to specification requirements.
  • Monitor contractor performance to determine if the percentage of work performed corresponds to the percentage of funds expended.

Requirements:Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA)and requires additional education, training and experience. This position is a 100% TDY position to Camp Lemonnier, Djibouti, South Africa.

Working Environment: The work involves moderate risks and discomfort that require special safety precautions, e.g., working around moving parts, carts, or machines; exposure to irritant chemicals. Employees are required to use protective clothing and gear, such as hard hats, masks, coats, boots, goggles, gloves, fall protection, etc. The work is performed at construction sites, as well as in the office, with regular recurring visits to building sites.

Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 30% Post Differential pay.
